Is the valance actually 70 Inches in width? In the picture, it looks more narrow. My window is 8 ft

I bought the burlap bed ruffle(?) and no matter what I did - steam and iron could not get the wrinkles out. I would like to get this item but only if you can provide me with a way to get the wrinkles out.
